You Need To Know
Norwin Soccer Club does not provide the background checks.  You must get them from the providers designated by Pennsylvania.  PA West has provided an outline of what is needed and links to each of those clearances below. Please review the information on this page thoroughly.  Once you've acquired the required clearances you will then upload them into the PA West risk management system via the link provide below "To Access PA West Soccer's Online Risk Management Portal".  

State Law Change Affects All Clubs
The PA Child Protective Services Law changed effective January 1, 2015.  The change no longer permits organizations like PA West Soccer to conduct background checks through a third party provider.  All background checks must be completed using the provider designated by PA per the requirements of the law.  Individuals fall into two categories…paid and volunteer…and each has its own set of required clearances. All individuals must upload the required documents into the PA West Soccer Online Risk Management System (link to the portal and additional info at the bottom of the page).


Volunteers must provide the following:

  1. PA State Criminal Record Check:

  2. PA Child Abuse History Clearance:

  3A. If PA resident for at least 10 continuous years…a complete and notarized Volunteer Qualification Affidavit (PDF): Click Here
  or
  3B. If you haven't been a PA resident for 10 consecutive years, you need to request an FBI Fingerprint Clearance: Click Here   This link will take you to the page managed by Identogo for the Commonwealth of PA to help individuals attain an FBI clearance.  Attached at this link is a PDF with instructions and the Service Code you'll need to schedule an appointment for your digital fingerprinting.  The approximate cost will be 21.35.


Individuals who are paid
 to oversee the children/have direct contact with children are required to comply with the law immediately and must provide the following :

  -State Police Criminal Record Check
  -PA Child Abuse History Clearance
  -FBI Criminal Background Check


How To Receive Approval - PA West Soccer Online Risk Management System

Step 1 - Obtain the required documents from the appropriate agencies.

Step 2 - Upload the required documents into the PA West Soccer Online Risk Management System

PA West Soccer coaches, referees, and volunteers are required to comply with the Child Protective Services law. Please upload copies of your required documents into your record in the PA West Soccer Online Risk Management System. Using this system you'll create an application and upload your documents into your admin record.  You'll use your current login info if you have an account in our online registration system; if you don't have an account you'll need to create one.

NEW REQUIREMENT – Safe Sport Training

PA West has also instituted and is requiring the Safe Sport training for all coaches. The training is free and takes about 90 minutes to complete. It is broken down into three 30 minute sections, which you can complete separately if you cannot complete the whole training in one sitting. The website for the training is:

**US Soccer has requested that the website and access code be distributed in a private manner within our club, and that they aren’t published or distributed in a public manner. US Soccer is paying for the training for soccer clubs and do not want other sporting clubs to use their login.
